Graphic Videos of Rautahat Murder Spread Across Social Media Despite Platform Content Policies

 

Kathmandu. Graphic images and videos of a fatal attack in Rautahat have spread widely across major social media platforms despite community guidelines that prohibit or restrict violent and graphic content, raising concerns over the effectiveness of content moderation.

According to the District Police Office, Rautahat, 40-year-old Renu Devi Jaiswal was killed with a khukuri at around 10:30 a.m. on Friday in Hariharapur Tole of Gujara Municipality-5. Police said the accused, 35-year-old Upendra Sah Kalwar of Karaiyamai Rural Municipality-8, Bara, who was residing in the same neighborhood, attacked Jaiswal with the sharp weapon, causing fatal injuries at the scene.

Following the incident, locals reportedly overpowered and assaulted the suspect. Police said Kalwar sustained serious injuries and is receiving treatment at Chandrapur Hospital under police custody. An investigation into the motive behind the killing is ongoing.

Soon after the incident, graphic footage showing the attack, the victim's bloodied body, and the assault on the suspect began circulating on Facebook, X, TikTok and YouTube. Many of the posts have attracted thousands of views, shares and comments, despite containing highly disturbing imagery.

The circulation of the videos has renewed questions about the ability of major technology platforms to enforce their own content moderation policies during rapidly developing incidents.

Meta, the parent company of Facebook and Instagram, prohibits excessively graphic violence and the display of dead bodies under its Community Standards. However, exceptions may apply for content shared for news reporting or public awareness purposes. Critics argue that such exceptions and delays in moderation allow graphic material to spread before it can be reviewed.

X permits certain violent content if it is appropriately labeled with content warnings but prohibits material that glorifies or encourages graphic violence. However, multiple posts related to the Rautahat incident remained accessible on the platform.

TikTok's Community Guidelines state that the platform removes graphic and disturbing content depicting violence, while YouTube also restricts violent and gory content. However, moderation delays, particularly for local-language content and rapidly emerging incidents, can allow such material to circulate widely before enforcement actions are taken.

As police continue their investigation, the widespread sharing of graphic footage has drawn criticism from digital rights advocates and users, who say it further harms the victim's family and raises broader concerns about privacy, dignity and the handling of violent content on social media.
