Information Technology and Cyber Security Bill in Parliament Today, Targets Hacking and AI Crimes

Kathmandu: The House of Representatives will meet at 1 p.m. today at the Federal Parliament Building in New Baneshwor. The agenda includes Minister for Communications and Information Technology Prithvi Subba Gurung presenting a proposal to consider the Information Technology and Cyber Security Bill, 2082.

The bill, registered in the House of Representatives on May 24, seeks to give legal recognition to electronic records and documents. It aims to strengthen Nepal’s cybersecurity and data systems by replacing the Electronic Transactions Act, 2063.

If passed, all documents required in written or printed form under existing law would also be legally recognized in electronic form. The bill also addresses digital signatures, data privacy, cybersecurity, and crimes committed through electronic means in detail.

It defines various forms of cybercrime and prescribes punishments based on the nature of the offense.

According to Section 80, creating obstacles or adversely affecting the country’s cybersecurity is considered a serious crime, punishable by up to five years in prison, a fine of up to one million rupees, or both. Acts such as hacking, tampering with computer systems, stealing or altering source code, and unauthorized access to user accounts carry penalties of two to three years in prison and fines of up to millions of rupees.

The bill also includes provisions against producing, distributing, publishing, or storing obscene material on social media; illegally collecting personal details; recording secret conversations; or leaking information. Stealing passwords and PIN codes through phishing or spoofing would be punishable by up to two years in prison and a fine of up to three hundred thousand rupees.

It further addresses crimes involving Artificial Intelligence (AI) and Internet of Things (IoT) devices. Those who commit crimes using AI would be punished accordingly, and attacks on IoT systems would carry a penalty of up to two years in prison and a fine of up to two hundred thousand rupees.

Today’s meeting will also include oral answers from relevant ministers to questions raised by MPs. Question-and-answer sessions will cover the ministries of Communication and Information Technology, Foreign Affairs, Industry, Commerce and Supplies, Health and Population, and Energy, Water Resources and Irrigation.
