National AI Policy Approved by Council of Ministers: Key Provisions

Kathmandu: The Council of Ministers has approved the National Artificial Intelligence (AI) Policy. The decision was made at the cabinet meeting held on July 26.

The Ministry of Communications and Information Technology had released the draft AI Policy last month and invited suggestions from stakeholders.

The policy is designed to provide ethical guidelines for the development and use of AI. It also proposes forming an AI Regulatory Council to set standards and oversee regulation in the sector.

It includes establishing a National AI Center under the Ministry to manage and promote AI, along with ‘AI Excellence Centers’ in federal and provincial universities and AI research institutions to support study, research, and development.

The policy aims to build a safe, sustainable AI ecosystem, develop skilled human resources, encourage innovation and entrepreneurship, and enhance public services through AI. It calls for new AI-related laws to safeguard sovereignty, territorial integrity, national interests, and independence, as well as amendments to existing laws, standards, and guidelines to make them AI-friendly.

The draft outlines standards for transparency, accountability, and intellectual property protection to ensure ethical AI practices. It also proposes legal and technical measures to secure sensitive data, ensure information system reliability, and curb fake news.

To support AI adoption, the policy includes plans to expand high-speed internet through 5G and fiber optics, build international-level data centers and cloud infrastructure, strengthen government–private sector research collaboration, and advance AI technology in local languages.

The draft also recommends adding AI-focused curricula in education, promoting research in universities, offering grants and tax exemptions for startups, and running AI awareness programs at federal, provincial, and local levels. Training and workshops for targeted groups are also planned.
