CIB Arrests Third Suspect in Tribhuvan University MBS Question Paper Leak Case

Kathmandu. The number of people arrested in connection with the leak of Tribhuvan University's Master of Business Studies (MBS) first-semester examination question paper has risen to three, after the Central Investigation Bureau (CIB) arrested another suspect on Monday.
The latest person arrested is 31-year-old Abdul Sani Hakim, originally from Lipanimal, Bara, and currently residing in Birgunj Metropolitan City, Parsa.
Earlier on Sunday, CIB had arrested 33-year-old Sandeep Singh, originally from Ghodaghodi Municipality-11, Kailali, and currently living in Madhyapur Thimi Municipality-1, Bhaktapur, along with Atul Kumar Mishra of Ward No. 4, Rajdevi Municipality, Rautahat.
According to CIB spokesperson Anupam Shamsher Jabara, Abdul Sani is an MBS student who is suspected of photographing the question paper from inside the examination hall and forwarding it.
"It appears that Sani took photographs of the question paper during the examination and sent them. The question paper was then received by Atul Kumar Mishra," Jabara said.
He added that Mishra is also a student, although not a first-semester MBS student.
Jabara said investigators believe the WhatsApp group used to circulate the paper had members from different backgrounds because anyone could be added to the group.
The investigation also found that Sandeep Singh, popularly known among students as "Sulab Sir," is a teacher at Himalaya College, Koteshwor, and KMC College, Bagbazar.
Police said the three suspects are being investigated under the Education Act on charges of breaching the confidentiality of examination papers. The concerned court has granted investigators additional time to continue the probe.
"So far, it appears that students receive the question paper inside the examination hall, photograph it using mobile phones, and leak it. A detailed investigation into the incident is still underway," Jabara said.
The MBS first-semester examinations began on July 23.
According to the investigation, the leak occurred during the 'MGT 515: Organizational Behavior' examination on Friday, the second day of the exams.
The incident came to light after the Tribhuvan University Students Facebook page published a screenshot of the leaked question paper, prompting authorities to launch an investigation.
The examination began at 12:00 p.m., and a screenshot shows that just five minutes later, at 12:05 p.m., a PDF copy of the question paper was shared in a WhatsApp group titled "MBS 1st Sem Section C," which had more than 1,000 members.
