Secretary-Level Decision: Government Employees Must Now Be Involved in Software Development

Kathmandu: Government agencies must now include their own technical staff when developing new software. A Secretary-level meeting held on Monday issued this directive to better utilize in-house human resources and reduce reliance on outsourcing.

As per the decision, all initial tasks related to the operation, maintenance, and support of software and IT systems must be handled internally. Outsourcing will only be permitted in cases involving complex technical issues that cannot be resolved by internal staff.

The meeting also directed agencies running critical information systems to draft and implement an Information Security Guideline within one month. In addition, the necessary criteria for IT procurement in the current fiscal year must be approved within 20 days.

If a system or security audit is required, agencies must formally request support from the Ministry of Communications and Information Technology or the Department of Information Technology.

The Ministry of Communications has also been tasked with preparing a comprehensive blueprint within 15 days to improve software development, operations, procurement, and IT human resource management. This blueprint must be submitted to the Office of the Prime Minister and Council of Ministers.
