Impact Of Gen-Z Uprising: Disruption In Local Level Financial System ‘SuTRA’, Government Work Affected Nationwide

Kathmandu: The local-level public finance management system, SuTRA, has faced nationwide disruption. The Comptroller General’s Office issued a notice on Tuesday, stating that the system will run effectively from Sunday.
According to the office, the system was completely shut down for a week following the Gen- Z demonstration on 9 September. When it was brought back online, a sudden surge of users across agencies created heavy pressure, slowing down operations.
The office said the workload increased due to report preparation, audits, and a rush of service recipients seeking tax exemption facilities at the same time. “Due to the system’s limited capacity, providing services simultaneously has been difficult. Efforts are underway to expand capacity, but it will take time to make the system more effective,” the notice stated.
The office also warned that the system may experience slowdowns between 11 am and 3 pm due to heavy traffic.
SuTRA is an integrated system developed by the Office of the Comptroller and Auditor General to manage and record all financial transactions, including budget, revenue, accounts, and expenditure, at the local level.
