Government Launches e-Pension System, Allowing Retirees to Renew Pensions Digitally

Kathmandu. The government has launched the ‘e-Pension Verification’ system, allowing retired government employees to renew their pensions from home. Finance Minister Dr. Swarnim Wagle inaugurated the digital system on Friday during a special program held at the Ministry of Finance.

With the introduction of this system, the requirement for 352,816 pensioners to stand in long queues at banks or be physically present at government offices for pension renewal or collection has been removed. Previously, elderly and people with disabilities, as well as pensioners living abroad,  faced significant difficulties due to these requirements.

State to save Rs 150 million annually

This system is being regarded as a major achievement for the state, both technically and economically. Until now, the government has been paying banks an annual commission of about Rs 150 million for pensioner verification and fund distribution management. With the introduction of digital self-verification by service recipients, this additional financial burden on the state is expected to be eliminated. 

Finance Minister Wagle described the initiative as an important step towards the government’s agenda of good governance and fiscal prudence.

How to use the e-Pension service 

According to the Office of the Auditor General and the Retirement Management Office, pensioners can access the service through their mobile devices or computers.  Users must first visit the Retirement Management Office’s website, pension.gov.np, navigate to ‘Our Services’, and click on the IPMS-V2 option. They can then sign up using their  ‘Pension Account Number’ and password.

For security verification, a 6-digit OTP code will be sent to the registered mobile number, which must be entered to confirm access. After logging in, users must initiate the ‘Liveness Verification’ process from the dashboard, sitting in a well-lit environment with their face centered in the camera frame.

The system will automatically detect and verify the user’s face. After facial recognition, a hand gesture prompt (such as thumbs up, thumbs down, or victory sign) will appear on the screen. Users must replicate the gesture clearly in front of the camera. Once successfully recognized, the system confirms physical presence, and the verification is completed.

Special arrangements for those abroad

Nepali pensioners living abroad can also access the service without difficulty. If online access is not possible, individuals residing abroad can submit an application through the Nepali mission (embassy or consulate general) in their respective country. Once the mission confirms that the pensioner has personally submitted the application and forwards it to the Pension Management Office via email or other means, the pension account will be renewed.

According to the ‘Retirement Allowance Payment Management Procedures, 2082’, a pension account remains active for one year for retired employees and six months for family pensioners. Renewal must be completed either online or in person before the expiration of this period.

When opening a new bank account, the National Identity Card number has been made mandatory. However, for children, persons with disabilities, senior citizens above 90 years, and Indian pensioners, this requirement may be waived upon recommendation from the ward office.

Following the event of a pensioner’s death,  heirs must notify the Pension Management Office or the Financial Comptroller’s Office within 35 days. Any false reporting or continued withdrawal of pension after death will be treated as government arrears and recovered accordingly. If a pension account is not renewed for 5 consecutive years, the pension entitlement certificate will be sealed, and the remaining amount transferred to the government revenue account.

This system, developed by ‘Third Factor AI,’ is expected to reduce human error, prevent misuse of funds from inactive accounts, and ensure full transparency in the system.
