Kathmandu. Internet service provider Vianet Communications is set to introduce artificial intelligence (AI) to streamline its customer onboarding and registration process in partnership with Third Factor AI.
Under the new system, AI-powered features such as automated optical character recognition (OCR) for identity verification, face matching, and liveness detection will be used to digitally verify customers.
The company said the move will replace the existing manual process of handling physical documents, allowing registration to be completed within seconds through a fully digital system. It described the initiative as a step toward strengthening Nepal’s digital economy and building an AI-based sovereign identity infrastructure.
Initially, the system will be operated with the support of Vianet’s field and retail agents, before being expanded into a self-service model that customers can use independently.
At present, the ISP sector in Nepal has faced challenges related to the misuse of fake identity documents for internet subscriptions, which in some cases have been linked to access to illegal betting platforms and unauthorized crypto exchanges. The company said manual verification methods are not sufficient to prevent such fraud.
According to Vianet, AI-based systems can detect document tampering and inconsistencies more effectively than human review, while face matching and liveness detection can help prevent identity fraud using fake or spoofed images.
As per the regulations of the Nepal Telecommunications Authority, identity verification is mandatory before activating internet services. Third Factor AI claims that its system automates this process while improving accuracy and compliance.
The company also noted concerns around biometric data security, particularly when processed through foreign platforms. It said the system has been designed within Nepal’s regulatory framework, with infrastructure managed locally to ensure data does not leave the country.
Third Factor AI is already in use at the Retirement Management Office under the Ministry of Finance, where it has verified the identities of more than 352,000 retirees.
