Nepal Introduces Online System for Citizens to Comment on Draft Bills and Laws

Kathmandu. The Ministry of Law, Justice, and Parliamentary Affairs has launched a new digital platform aimed at increasing public participation in the law-making process.

Law Minister Sobita Gautam announced the initiative through a video message shared on social media, stating that the platform has been introduced in line with the government’s commitment made on Law Day, May 10, to enhance transparency and citizen engagement in legislative processes.

Under the new system, users visiting the ministry’s website will find an option titled “Click here to give suggestions on draft Acts and Bills” displayed prominently on the homepage. The feature directs users to a dedicated page where they can access existing laws as well as draft bills currently under review or amendment.

Citizens will be able to select a law or bill and submit feedback, comments, and suggestions for improvement.

According to the minister, the platform is designed to bridge the gap between lawmakers and citizens, noting that public input has often been limited until later stages of the legislative process.

She said the initiative will allow citizens to express their views in their own language, which will later be translated into formal legal language for consideration by the ministry.

The platform requires users to review the relevant law or bill before submitting suggestions, a measure aimed at ensuring informed participation.

The ministry has described the initiative as a step toward making legislation more inclusive, stating that stronger public awareness and engagement will help identify impractical provisions and support the development of more effective laws.
