Minister Pun Initiates Drafting of Science, Technology and Innovation Act to Strengthen New Ministry

 

Kathmandu. Newly appointed Minister for Science, Technology and Innovation Mahabir Pun has initiated the drafting of a new law to provide a legal and institutional foundation for Nepal's newly established Ministry of Science, Technology and Innovation.

On his first day in office on Tuesday, Pun signed a decision to begin preparing the Science, Technology and Innovation Act. The proposed legislation is expected to define the ministry's mandate, structure and responsibilities.

The government formally established the ministry through the Nepal Government (Allocation of Business) Regulations, 2083, issued on May 13. Pun has long advocated for the creation of a separate ministry dedicated to science, technology and innovation, arguing that the sector requires stronger policy focus and institutional support.

Speaking after assuming office, Pun said the ministry currently lacks the administrative systems and organizational structure needed for regular operations. To address this, he has also ordered an Organization and Management (O&M) survey to assess staffing requirements and develop an operational framework.

Pun said discussions would begin immediately on improving coordination among research, innovation and technology-related initiatives currently spread across multiple government agencies. He added that efforts would be made to streamline these activities and enhance their effectiveness.

The minister also pledged to accelerate the ministry's work and establish it as a key institution for promoting innovation, scientific research and technological development in Nepal.
