Lalitpur Metropolitan City Launches Digital Fine Payment System

 

Kathmandu. Lalitpur Metropolitan City has introduced the ‘LMC e-Chalan’ digital fine management system, enabling citizens to pay fines online for various municipal violations.

The system was officially launched on Monday by Lalitpur Metropolitan City Mayor Chiribabu Maharjan at a special event.

According to City Police Chief Sitaram Hachhethu, the new platform will simplify the collection of fines imposed for offenses such as illegal parking, damage to public greenery, littering and conducting business on roadsides and footpaths.

To support the rollout, the metropolitan city has immediately provided five point-of-sale (POS) machines to municipal police personnel.

Hachhethu said the system will also be integrated with vehicle wheel-locking enforcement. Vehicles found violating rules will be issued a QR code displaying the applicable fine amount. Once the payment is completed digitally, the system will be updated, allowing municipal police to remove the wheel lock promptly.

The metropolitan city plans to expand the system beyond vehicle-related offenses. Individuals found littering in public places or operating businesses on footpaths will also be able to pay fines on the spot through QR code-based payments.

Officials said the digital system is expected to eliminate the lengthy procedures previously associated with fine payments.

“Earlier, citizens had to visit the metropolitan office and stand in queues to pay fines, which caused unnecessary inconvenience,” Hachhethu told Techpana. “The objective of this system is to ensure compliance with regulations while making the payment process easier and more efficient.”

The metropolitan city plans to provide additional POS machines to municipal police deployed across different areas and gradually expand the implementation of the digital fine management system.
