Fact Check: Viral Claim That Home Minister Gave New Tempo to Kailali Victim Found to Be False

 

Kathmandu. A viral Facebook claim alleging that Home Minister Sudhan Gurung gifted a new tempo to the woman whose vehicle was pushed off a cliff in Kailali is false.

The claim began circulating on social media on Monday amid public outrage over the Kailali incident, in which forest personnel were accused of causing a tempo to fall from a roadside slope during an anti-encroachment operation.

A fact-check conducted by the Techpana Fact-Check Desk found no evidence that the Home Minister provided a new vehicle to the victim. While Gurung has publicly described the incident as “inhumane,” no official announcement, government statement or credible news report supports the claim that a replacement tempo was handed over.

Claim

On June 15, 2026, at 12:41 p.m., a Facebook user named ‘Durga Gm Pyuthai’ shared a post claiming that Home Minister Gurung had gifted a new tempo to the victim. An image attached to the post showed Gurung apparently handing over a key while a blue vehicle labeled “New Tempo” appeared in the background. The image also contained text referring to the Kailali incident.

By the time this fact-check was prepared, the post had received more than 3,000 reactions, over 220 comments and more than 220 shares. See the original post and screenshot.

Investigation

The Techpana Fact-Check Desk searched for reports using keywords like ‘Home Minister,’ ‘New Tempo,’ and ‘Mankari Home Minister.’ During the investigation, several Facebook accounts and groups were found sharing the same claim.

In a Facebook group named ‘Hamro Jhapa,’ a user identified as ‘Jeeyans Magar’ posted the same allegation. That post had received 746 reactions, 117 comments, and 48 shares. See the original post, archive post, and screenshot.

Similarly, a Facebook account named ‘Taja News’ shared the same claim in the ‘BALEN SHAH (Balen Supporters)’ group, alleging that Home Minister Gurung had provided a new tempo to the victim. See the original post, archive post, and screenshot.

Similarly, another user, ‘Ajay Kumar,’ posted similar content in the Facebook group ‘Janata Janardan.’ See the original post, archive post, and screenshot.

The claim appears to have originated from a Facebook page called ‘Nepali Rajneeti News,’ which published the content at 9:24 a.m. on Monday. See the original post and screenshot.

As part of the verification process, Techpana reviewed reports from established media outlets regarding the Kailali tempo incident and the government's response.

A report published by BBC Nepali titled “Investigation Committee in Kailali Tempo Case, What Happened?” quoted Home Minister Gurung describing the incident as inhumane. However, the report made no mention of a new tempo being provided to the victim. Check out the news.

According to Nepal Police, an investigation into the incident had already begun on June 14, and 12 forest office employees involved in the case had been taken into custody for further investigation.

The controversy stems from a video that went viral on June 12, appearing to show forest personnel in Godawari, Kailali, pushing a tempo off a cliff. While the forest office claimed the vehicle fell accidentally during transport, the footage sparked widespread criticism and prompted the Sudurpashchim Province government to form a five-member investigation committee led by Provincial Forest Director Hemraj Bista.

Despite extensive media coverage of the incident, no credible news organization has reported that the Home Minister provided a new tempo to the victim, Dhanadevi Dhami. Read the news here.

The image used in the viral Facebook posts was also examined during the fact-check.

Analysis using OpenAI's image-detection tools indicated that the photograph was AI-generated. The image showed several visual inconsistencies and signs of digital manipulation. Additional text and graphic overlays appear to have been added after the image was generated.
