Government Launches ‘Hall of Fame’ to Reward Cybersecurity Researchers Reporting Security Flaws

 

Kathmandu. The government has introduced a 'Hall of Fame' initiative to recognize cybersecurity researchers who responsibly disclose security vulnerabilities in government digital systems, establishing Nepal's first government-backed recognition program for cybersecurity researchers. 

The initiative has been launched through Devs.Nepal, a new digital platform introduced by the Office of the Prime Minister and Council of Ministers on June 26, with the aim of strengthening the security of government technology infrastructure and promoting responsible vulnerability disclosure.

The move comes after several security weaknesses were reportedly identified in a government messaging platform under development, prompting authorities to establish a formal mechanism for reporting vulnerabilities and acknowledging the researchers who discover them.

Previously, Nepal lacked an official system through which ethical hackers or cybersecurity researchers could report flaws in government platforms or receive recognition for their contributions.

The Executive Council overseeing Devs.Nepal is chaired by Bibek Mishra, a member of the Prime Minister's Secretariat. Other council members include Adesh Khadka, Madhav Khanal, and Sandip Aryal, while Ram Thapa serves as the member secretary.

The platform features a 'Talent' section showcasing technical professionals, with 39 developers currently listed.

It also includes a 'Hall of Fame' leaderboard recognizing cybersecurity researchers, commonly known as white hackers, who have successfully identified and reported security vulnerabilities.

Cybersecurity researcher Sushil Phuyal, who uses the nickname '1337mickey', currently tops the leaderboard with 20 points. Maira Khanal ranks second with eight points, followed by an unidentified researcher in third place with four points. The user 'tukbdr1' is fourth with three points.

Researchers can submit reports of newly discovered security vulnerabilities directly to the government through the Hall of Fame portal.

The platform also includes a social feed where verified members can share updates, technical discussions, and ideas related to digital governance. Users can submit technology-related proposals for government agencies, follow developers, vote on ideas, and participate through comments.

The Devs.Nepal website also features a message from Prime Minister Balendra Shah (Balen), who said Nepal is entering a new era driven by artificial intelligence, innovation, and technology.

He said the country should move beyond exporting manpower and instead focus on exporting technology, products, and ideas to the global market.

"Devs.Nepal is a national platform for creators, innovators, and makers who are shaping Nepal's digital future. The talent and potential of Nepali youth have already reached the global stage. Now, together, we will build for the world from Nepal," the Prime Minister said.
