National ID not compulsory for children, disabled, elderly: Department of National Id and Civil Registration

Kathmandu: After the government made national identity cards mandatory to access various public services, many service providers began asking all service recipients for ID numbers. Department of National Id and Civil Registration has now clarified that the requirement does not apply to certain groups of citizens.

In a notice, the department stated that there is no barrier to receiving services without a national ID number in the case of children, persons with disabilities, those unable to care for themselves, the helpless, and senior citizens above 90 years of age.

The clarification comes after complaints from local levels and service providers that even these exempt groups were being denied services for not having an ID number.

The notice, signed by department director Mukesh Kumar Keshari, explained that ID cards are not mandatory for these groups, as many, particularly the disabled and elderly, face significant hardship in reaching service centers to obtain them.

The government had made the National Identity Card or ID number mandatory for a wide range of public services through a notice in the Nepal Gazette on 10 Asad 2081. Under the rule, the card is required for services including social security allowances, health insurance, pensions, revenue (such as income tax registration), driving licenses, company registration and renewal, banking and financial services, telephone and SIM cards, social security fund, and real estate transactions.

The implementation is being carried out in phases. At present, the ID requirement has already been enforced for revenue services, driving licenses, and company registration, as well as for banking, telecommunications, social security fund, and real estate transactions.
