Arson Attack on Transport Department Halts License and Number Plate Services Nationwide

Kathmandu: On 9 September, an arson attack on the Transport Management Department during the Gen-Z protests destroyed the central server, forcing all transport services across the country to shut down indefinitely. The fire destroyed all goods and materials in the department, halting new license issuance, renewals, and essential printing work nationwide. Embossed number plate printing and distribution have also been suspended. Vehicle registration, import permits, and blue book renewals are all on hold.
Information Officer Ganeshman Singh Rai said nothing remains after the attack. Since the central server was located at the department, services from transport offices nationwide have been disrupted.
“All work, including licenses and embossed number plates, has stopped. We are not in a position to resume immediately. There is no place left to sit and work. Today, we are finally doing the electrical repairs. It will take time to clean and restore the first and second floors to make them usable. Until then, we are planning to set up a tent and continue the work,” Rai said.
The central server, which contained all transport-related data, was housed at the department’s Minbhavan office. With the server destroyed, the ‘EDLVRS System’ used in transport offices is no longer functioning. Transport offices nationwide have suspended services until further notice.
The department said it has backups from 8–10 days ago, but restoring them will take time. Vehicles used by the department were also destroyed. About 800,000 embossed number plates were burned and rendered unusable. Rai added that smart cards prepared for printing were also destroyed.
“Everything is burnt. Nothing is left. The embossed plates are gone. The machinery for licenses and embossed plates is also destroyed. It does not seem possible to resume services immediately,” Rai said.
The government’s plan to make embossed number plates mandatory from 17 September for registration, transfers, and renewals can no longer be implemented.
“The decision to enforce embossed number plates from 17 September cannot be implemented right now,” Rai confirmed. The department’s official website is also down due to the server damage.
