Kathmandu: Youth activists have begun drafting a set of demands to hold the interim government accountable after the recent Gen-Z movement in Nepal. The initiative is being led by the group How to Desh Bikas, which played a key role in facilitating the movement. The draft will take the form of a common agreement, to be signed by the Prime Minister and later submitted to the President.
The campaign has been made public through the website Speak Up Nepal, which invites youth, supporters, and citizens to contribute their demands and join the discussion. Organizers say the initiative seeks to institutionalize the street movement and create trust between the government and the people. The common demand letter aims to give legitimacy to the interim government, reinforce the goals of the revolution, and ensure commitments are upheld.
The movement, which began peacefully on 8 September, spread nationwide after the government’s violent crackdown. Various youth groups inspired and mobilized protesters through platforms like Discord and Reddit. Following the resignation of then Prime Minister KP Sharma Oli, protesters held a virtual vote on Discord and selected former Chief Justice Sushila Karki as the interim Prime Minister.
Now, the youth want to ensure the change achieved through the movement leads not only to a transfer of power but also to long-term reforms in governance. The demand letter is seen as a key step toward that goal.
Key Demands in the Draft
The Gen-Z movement arose out of deep frustration with corruption, nepotism, economic stagnation, and political instability. While the immediate trigger was the government’s social media ban, it ultimately became an outlet for decades of accumulated dissatisfaction. With that in mind, the following priorities are included in the draft demand letter:
-
Declare the citizens killed in the protest of 8-9 September 2025, as martyrs and make provisions to address the long-term reparative needs of the victims of the Gen Z movement and their families.
-
Launch immediate and independent investigations of all human rights violations committed by the State during the protests from 8-9 September 2025, and provide security to genuine protesters.
-
Ensure that the Cabinet that is to be formed by the Interim Prime Minister respects the principles of inclusion and proportional representation with a woman or gender minority representative, Dalit representative, Janajati representative Indigenous representative, Madheshi representative, Muslim representative, representative with a disability, and representatives from disadvantaged regions, supported by an expert advisory group including Gen-Z youth.
-
Secure the rights of Gen Z specifically to participate in the upcoming election processes while ensuring fair and transparent elections.
-
Form an impartial, independent, and competent commission to fast-track investigations and prosecutions of corrupt officials and party members.
-
End all corruption and abuse of power and authority by reforming federal, provincial, and local institutions, as well as political parties.
-
Ensure that the first mandate of the parliament to be elected is to ensure a direct election for the Head of Government, limited to a two-term mandate.
-
Ensure that all decisions and actions taken by the Interim Cabinet will be duly and transparently communicated to the public.
