Election Commission To Provide Digital Voter Lists To Parties And Candidates Under New Guidelines

Kathmandu: The Election Commission of Nepal is set to provide political parties with electronic versions of voter lists across the country.

The House of Representatives Member Election Directive, 2082 allows parties registered with the commission to obtain voter list details nationwide by paying a fee of Rs 10,000.

Under the guidelines, a party seeking voter list details for a single province must pay Rs 5,000. Party representatives and candidates must apply to the commission with an official letter from the party and the prescribed fee.

Independent candidates may also obtain voter details by submitting an individual application. Based on the application, the commission may provide the voter list on a hard drive or pen drive. The list will exclude sensitive personal information such as date of birth, citizenship number, and mobile number.

The guidelines state: “If a voter, party representative, or candidate wishes to view or copy the voter list at their own expense, the election officer must allow the voter list to be viewed or copied in a manner that prevents it from being torn, damaged, or tampered with.”

According to the directive, voter list details for an entire district and any one constituency can be obtained electronically by paying Rs 3,000. If a voter wishes to obtain their own voter list, the election office will provide the details.

A copy of the voter list will be issued showing only the details of voters who have applied by paying a fee of Rs 10. The application form required to obtain voter list details is included in Schedule 1 of the guidelines.

Election Commission spokesperson Narayan Prasad Bhattarai said the information provided will include the voter’s name, gender, address, and polling station.

“The polling station details are the most important part of the voter list,” he said. “Personal details such as marital status, photograph, date of birth, and other private information are not provided.”
