Cyber Law Case Filed Against TikTok User Over Online Harassment of Family

Kathmandu. A cybercrime case has been filed at the Kathmandu District Court against TikTok user Tulsi Adhikari for allegedly misusing social media to harass and defame a woman and her family. 

The District Government Attorney’s Office in Kathmandu submitted the charge sheet on Thursday under the Electronic Transactions Act, 2063.  Adhikari, 33, is a permanent resident of Sunwal-6, Nawalparasi (West of Bardaghat Susta), currently residing in China. She is also identified as a jewelry designer by profession.  

According to the complaint, Adhikari uploaded indecent and insulting content through her TikTok accounts, Tulsa (Jewelry Designer) and ROWDYZM, while linking the victim’s identity.

The charge sheet states that Adhikari falsely claimed in videos that the victim’s wife had stage-four cancer, with the intention of humiliating the family. She is also accused of using abusive language and making insulting remarks targeting the victim’s 12-year-old son.

Prosecutors further alleged that repeated videos and livestreams included degrading remarks about the victim’s family and personal life, causing serious harm to their dignity and mental well-being. 

A case has been filed under Section 47(1) of the Electronic Transactions Act, 2063. If found guilty, Adhikari could face a fine of up to Rs 100,000, imprisonment for up to 5 years, or both.

The prosecution has also sought compensation for the victim under Section 41 of the Crime Victim Protection Act, 2075, and requested that relief fees be deposited into the Victim Relief Fund. 

According to the charge sheet, Adhikari is currently absconding and outside the country. Authorities have requested the court to issue the necessary summons process under the Criminal Procedure Code, 2074, and stated that a letter was sent to the Interpol branch on 15 April, 2026, seeking assistance in her arrest.
