RSP Unveils Candidate Selection Rules Mandating Tech Skills and Clean Digital Conduct for Election Candidates

Kathmandu. The Rastriya Swatantra Party (RSP) has introduced strict eligibility criteria for candidates seeking nomination in the upcoming local elections, requiring them to be technology-friendly and free from any record of digital misconduct.
According to the party’s ‘Candidate Selection Framework, 2083’, made public recently, potential candidates must submit a self-declaration confirming that they have not been involved in any form of cyber-related offences or social misconduct. This includes cyberbullying, character assassination, online fraud, or misuse of social media platforms.
The framework also requires candidates to declare that they have not been involved in incidents such as domestic violence, sexual misconduct, or inappropriate behaviour in public spaces, even if such allegations have not been legally proven.
RSP has further emphasized “technology-friendly governance” as a key qualification for candidates. It mandates basic operational knowledge of digital tools such as email, Word, and Excel, along with familiarity with nagarik apps, national identity card systems, and personal event registration platforms used in public service delivery.
Candidates are also expected to demonstrate the ability to use digital systems for monitoring service delivery timelines, managing public grievances, and facilitating citizen participation through online platforms. In addition, the party has prioritised awareness of cybersecurity, identification of misinformation and disinformation, and responsible use of artificial intelligence in policy-related work.
To ensure transparency in its internal selection process, RSP has announced that it will conduct primary elections using online voting systems supported by two-factor authentication and blockchain technology. The party said the measures are intended to prevent electoral fraud and ensure a secure, technology-driven selection process for competent candidates.
