Lumbini Provincial Government Prioritizes AI Skill Development Programme Under ‘Digital Lumbini’ Initiative

Kathmandu. The Lumbini Province government has incorporated information technology and digital transformation as key priorities in its policy and programme for the upcoming fiscal year 2083/84, aiming to modernize public service delivery and improve efficiency, transparency, and accessibility.
Presenting the policy and programme, Province Chief Krishna Bahadur Gharti Magar announced the launch of the “Digital Lumbini” campaign as a key initiative to make government services more technology-friendly, faster, and more transparent.
As part of its digital transition agenda, the provincial government has proposed developing AI-related knowledge and skills among youth to promote entrepreneurship and expand employment opportunities. The policy also outlines plans to strengthen and expand the capacity of the Information and Communication Technology Institute.
To improve service delivery, the government has proposed a faceless and cost-effective governance system. Under this framework, digital tokens and file-tracking systems will be introduced across government offices. An L-portal will also be developed to provide the public with easier access to provincial laws and regulations.
The policy further includes plans to establish a provincial electronic registry to maintain records of positions, service histories, and property details of civil servants and teachers at both provincial and local levels. It also makes electronic documentation mandatory for decisions made by the Council of Ministers and secretary-level meetings.
In the education sector, the province plans to expand the “Smart School” programme by supporting the development of digital infrastructure in schools in economically disadvantaged and geographically remote areas. The policy also encourages the integration of artificial intelligence into teaching and learning processes.
In healthcare, the government plans to expand services under the slogan “Effective use of mobile apps, optimal utilization of health services.” A digital and integrated health information system will be developed to maintain patient treatment histories, referrals, and follow-up records. Additionally, an “HDHMIS” system will be introduced to track data on diseases such as sickle cell anemia and thalassemia.
For the tourism sector, the policy outlines plans to develop an integrated digital tourism platform. In forestry, the use of digital systems will be expanded to improve management and ensure transparency in timber and log sales and distribution through electronic processes.
The government has also set a goal of fully digitizing transport-related services, including vehicle registration, renewal, ownership transfer, and revenue collection. It also plans to ensure the timely printing and distribution of driving licenses. Additionally, GPS tracking and CCTV systems will be promoted to enhance public transport safety.
