Government Proposes Rs 10,000 Fine for Using Mobile Phones While Driving, Rs 2,000 for Offline Ride-Sharing

 

Kathmandu. The government has proposed stricter penalties for traffic violations, including a Rs 10,000 fine for using a mobile phone while driving and a Rs 2,000 fine for offline ride-sharing, under a draft bill aimed at strengthening road safety and regulating the transport sector.

The proposed provisions are included in the Bill to Amend and Consolidate Vehicle and Transport-Related Laws, prepared by the Ministry of Infrastructure Development. The draft has been forwarded to the Ministry of Law, Justice, and Parliamentary Affairs for feedback and suggestions.

Under the proposed law, drivers who misuse technology or violate traffic rules would face significantly higher penalties.

Rs 2,000 Fine Proposed for Offline Ride-Sharing

The government is seeking to prohibit ride-sharing drivers from accepting passengers outside the official platforms of companies such as Pathao and InDrive.

The proposal comes amid growing complaints that some drivers are bypassing the platforms by arranging trips directly with passengers. Under the draft bill, two-wheelers providing offline ride-sharing services would face a fine of Rs 2,000.

The government believes the measure will improve passenger safety while ensuring ride-sharing services remain within the regulatory and tax framework.

Rs 10,000 Fine for Using Mobile Phones While Driving

To address road accidents caused by distracted driving, the draft bill also proposes a Rs 10,000 fine for motorists who use mobile phones or similar communication devices while operating a vehicle.

According to the ministry, the provision is intended to discourage mobile phone use behind the wheel and improve road safety.

The draft bill proposes immediate action against 39 different traffic offenses, with even stricter penalties for driving under the influence of alcohol or drugs (MAPASE) and speeding.

The bill is currently under review at the Ministry of Law, Justice, and Parliamentary Affairs. It will subsequently be discussed by the Office of the Prime Minister and Council of Ministers before being tabled in Parliament. The proposed provisions will come into effect only after the bill is passed by Parliament.
