Govt mandates prioritizing Nepali workers before hiring foreigners

Kathmandu: Employers are now required to search for skilled Nepali workers through the government’s employment portal before hiring foreign workers. The government has made this provision mandatory through the newly launched employment platform, Shram Sansar.

The Department of Labor and Occupational Safety issued a notice on Monday informing employers about this requirement related to labor permits. Under the new rule, employers must first publish advertisements in national daily newspapers to seek skilled Nepali workers.

If suitable workers are not found even after publishing such advertisements, employers may apply to the department for a labor permit to hire foreign workers provided they can show proof of their efforts. According to the notice, these advertisements must now also be published on the Shram Sansar employment portal or the Shram Sansar mobile app, launched by the Ministry of Labor, Employment and Social Security.
