Preparations Underway to Shift All Government Revenue Payments to Electronic System

Kathmandu: The government has begun preparations to fully transition cash payments for government services to an electronic payment system. A joint meeting of officials from the Ministry of Finance, Nepal Rastra Bank, and the Office of the Comptroller General held on Monday decided to move all revenue payments and other government income to digital platforms as soon as possible.
Deepak Lamichhane, Joint Comptroller General and Spokesperson of the Office of the Comptroller General, said that most government payments can already be made online through the Revenue Management Information System (RIMS). However, payments for electricity, drinking water, and telephone services have yet to be included in the system.
“To make these services compatible with government systems, it has been decided to begin integration work immediately,” Lamichhane said. “Within a week to a month, we aim to ensure that all payments are made 100 percent electronically.”
He acknowledged that while RIMS is in operation, not all payment data is updated in real time. Currently, customs revenue information, for example, is entered into the system a day after payments are made through banks. “The banking system works well, but the government system still lacks real-time integration,” he said. “We have decided to fix this issue soon.”
In areas where RIMS has not yet been implemented, fees are still collected in cash. Monday’s meeting also decided to expedite the introduction of the system in all government offices that have yet to adopt it.
Although the online payment option is available, many citizens continue to pay in cash due to limited awareness. To address this, the government will promote public awareness and encourage the use of cashless transactions.
Once the electronic payment system is fully implemented, service recipients will be able to make payments via banking channels and mobile payment platforms like FonePay. Lamichhane said this shift will make the process more convenient for citizens while enhancing transparency and accountability in government offices.
