Nepal Digitizes NOC Service, Ends In-Person Requirements For Students

 

Kathmandu. The long standing requirement for students to visit the Ministry of Education’s NOC branch in person to obtain a ‘No Objection Certificate’ (NOC) has been eliminated. The Ministry of Education, Science, and Technology has fully digitized the service, making it accessible through an online ‘faceless’ system.

Under the new arrangement, students planning to pursue studies abroad can now apply for an NOC from home. Once their application is approved, they can directly download and print the certificate for use.

Previously, students applying for postgraduate or higher-level studies were required to physically visit the office to register their academic documents. However, the NOC branch has now integrated its system with Tribhuvan University (TU) and Kathmandu University (KU) through API Integration. This allows student records to be automatically verified and registered using their university registration number and date of birth.

A QR code has been added to the certificate, allowing its authenticity to be verified through scanning. The system also enables online payment of required fees.

For citizenship details, the NOC portal has been integrated with the Ministry of Home Affairs’ database and with National Examinations Board’s system for grade 12 academic records. If an applicant’s details match these databases, in-person verification at the office is no longer required.

To implement this digital transition, the NOC branch has signed an agreement with Tribhuvan University on April 17, while a prior agreement had already been reached with Kathmandu University. With these integrations in place, students intending to pursue higher education abroad can now obtain NOC more efficiently through this online system, reducing delays and eliminating the need for repeated office visits.
