Another Contractor Held for Alleged Hacking of Government Procurement System

Kathmandu. Police have arrested another construction entrepreneur on allegations of illegally accessing the Public Procurement Monitoring Office’s electronic procurement system and tampering with contract-related documents. 

The arrested individual has been identified as 70-year-old Rishi Kesh Gauli, director of Aashish Construction Services Pvt. Ltd. He is originally from Ratnanagar Municipality-12, Chitwan, and currently resides in Budhanilkantha Municipality-9, Kathmandu. Police apprehended him from Old Baneshwar on Wednesday.

According to the police, complaints were lodged accusing Gauli of unauthorized access to the government’s electronic government procurement (e-GP) system and altering financial proposal documents before the official opening of bids. Following the complaints, police obtained an arrest warrant from the Kathmandu District Court and took him into custody.  

The case was initially registered under the Electronic Transactions Act, 2063. However, after investigators found indications of a coordinated network operating systematically, the Central Investigation Bureau (CIB) upgraded the charges under the Organized Crime Prevention Act, 2070, and expanded the probe.  

Police said a total of 13 individuals, including former minister Bikram Pandey and 10 construction businessmen, have so far been arrested in connection with the alleged hacking and manipulation of government contract systems. Authorities said further investigation into all those detained is ongoing under organized crime charges.
