Nepal Introduces Government E-Marketplace, New Ordinance Enables Direct Online Procurement and Digital Purchasing System

Kathmandu. The government has introduced a new e-marketplace system aimed to modernize and streamline public procurement procedures.

The provision comes through the ‘Public Procurement (Second Amendment) Ordinance, 2083,’ recently published in the Nepal Gazette, which amends the existing Public Procurement Act, 2063. The amendment allows government bodies to directly procure goods and services online up to a specified limit. 

As part of the reform, Section 15 of the ordinance inserts a new Section 41A into the ACT outlining provisions for the operation of a government e-marketplace. Under this section, the Public Procurement Monitoring Office will develop and manage a dedicated electronic procurement system.

According to sub-section (1) of Section 41A, public entities will be able to directly purchase goods and services listed on the platform within the specified amount, eliminating the need to follow traditional tendering procedures for such transactions. 

Sub-section (2) mandates producers, suppliers, and service providers to mandatorily list their products or services, along with pricing details, on the platform. This is expected to enable government agencies to more efficiently compare the quality and price of goods available in the market and make informed procurement decisions.

The procedures for listing, selection, and procurement through the e-marketplace are defined under sub-section (3) of the same section. The new system is expected to reduce administrative delays by minimizing the need for repeated notices and lengthy processes, particularly for routine and low-value purchases.
