PM Office Orders Action After the Ward Secretary Threatened Using Its Name in Dailekh

Kathmandu. The Office of the Prime Minister and Council of Ministers has directed authorities to take legal action against any individual accused of threatening a government employee by falsely using the name of the Prime Minister’s Office.
The incident involves Prakash Khadka, who allegedly called Ward Secretary Kamal Bhandari of Dullu Municipality-13 in Dailekh and threatened him while misrepresenting himself as being linked to the Prime Minister’s Office.
According to an audio recording that has gone viral on social media, Khadka is heard using abusive language and pressuring the ward secretary to bypass procedural requirements and expedite services, claiming instructions had come from the Prime Minister’s Office. The ward secretary, however, is heard insisting that services must be delivered strictly according to established legal procedures.
The Office of the Prime Minister and Council of Ministers has taken the incident seriously and issued a public statement condemning such acts. In a statement released on Saturday by spokesperson Hemraj Aryal, the office said that intimidating civil servants performing their lawful duties is “completely condemnable and inexcusable.”
Following the incident, the Prime Minister’s Office has instructed security and investigative agencies to identify Khadka and initiate legal proceedings against him.
Authorities have also urged the public not to be misled by individuals who attempt to exert pressure by misusing the name of the Prime Minister’s Office or other government institutions for personal gain. The office has advised civil servants to verify any suspicious calls or messages through official channels before taking action.

In response to the controversy, the district committee of the Rastriya Swatantra Party has recommended terminating Khadka’s party membership. Secretary Prakash Kumar Budha has already sent a formal letter to the central office seeking action against him.

Update: Prakash Khadka, 22, originally from Surkhet and currently residing in Shankhamul, Kathmandu, has been arrested for allegedly misusing the name of the Prime Minister and Council of Ministers’ Office to threaten government employees over the phone.
Acting on a request from the Prime Minister’s Office, which sought legal action after reports of threats surfaced, a team from the District Police Office, Kathmandu, took Khadka into custody.
Police said further investigation is underway.
