Case Filed Against UK-Based Nepali Woman Over TikTok Harassment of Journalist

Kathmandu. A case has been filed at the Sunsari District Court against Subina Rai, also known as Urmila, on charges of defaming a female journalist and inciting sexual violence against her through TikTok.
The District Government Attorney’s Office, Sunsari, submitted the charge sheet last Thursday under the Electronic Transactions Act, 2063. Rai, 42, originally from Manebhanjyang Rural Municipality in Okhaldhunga and currently residing in the United Kingdom, is accused of uploading profane videos from the TikTok account @subina_urmila_rai100 targeting the female journalist.
According to the charge sheet, Rai called on people to sexually assault the journalist publicly at Bhanu Chowk in Dharan and offered money to anyone who carried out the act. She is also accused of making vulgar remarks about the journalist with the intention of character assassination.
The complainant stated that she and her family suffered severe mental stress after the videos were circulated online. Witnesses have stated that Rai’s social media activities posed a serious threat to the victim’s dignity, safety, and personal life.
Investigators also stated that while living in the United Kingdom, Rai continued to defy Nepali law and encouraged others to engage in similar indecent conduct online.
The prosecution has sought punishment under Section 47(1) of the Electronic Transactions Act, 2006. If convicted, Rai could face a fine of up to Rs 100,000, imprisonment for up to 5 years, or both.
The government has also sought compensation for the victim under Section 41 of the Crime Victim Protection Act, 2018, citing mental and social harm caused by the incident.
According to the charge sheet, Rai is currently abroad and has been placed on a wanted list. Authorities have initiated the process of requesting an Interpol ‘Red Corner Notice’ to bring her to Nepal for legal proceedings. Prosecutors have sought the maximum possible punishment based on the digital evidence on a 16 GB pen drive and the witnesses’ statements.
