Two Men Charged in Kailali for Sending Explicit Images and Issuing Online Threats via Facebook Messenger

Kathmandu. A cybercrime case has been filed at the Kailali District Court against two young men after they were accused of sending obscene messages, sharing explicit images, and issuing sexual threats to a woman through Facebook Messenger. The case was registered under the Electronic Transactions Act, 2063, against 25-year-old Lokraj Ojha of Punarbas Municipality-11, Amarbasti, Kanchanpur, currently residing in Dhangadhi Sub-Metropolitan City-2, and 24-year-old Navraj Badu of the same area, following a complaint lodged by the victim a few days ago.

According to the complaint, Ojha allegedly sent nude photographs and obscene messages to the victim around 11:44 pm on April 10, 2026, using his Facebook account via Messenger. He is also accused of threatening the woman by claiming he possessed videos of her with Badu and warning that he would make them public if she refused to meet him, thereby attempting to pressure her and damage her social reputation.

During the police investigation, Ojha reportedly admitted to sending explicit images and abusive messages while under the influence of alcohol and in coordination with his friend Badu. Badu, however, stated that he had previously been in contact with the victim on Facebook and shared phone numbers, and claimed Ojha used information from his phone conversations to issue threats.

The government attorney’s office has charged both defendants under Subsection (1) of Section 47 of the Electronic Transactions Act, 2063. The law provides for fines of up to Rs 100,000, imprisonment of up to five years, or both for publishing or transmitting obscene or morally offensive content through electronic means. Authorities have also sought compensation for damages caused to the victim.

Police have submitted Messenger chat screenshots, a site inspection report, and statements of the accused as key evidence. The case is currently under consideration at the Kailali District Court.
